Evaristo “Rafael” Parra
Owner/President

Evaristo Rafael Parra is the President of Parra and Associates LLC, responsible for overseeing government contracts for various municipalities in California. Rafael has a proven track record of success, having developed, and implemented General Obligation Bond Programs in several cities, including San Francisco, Oakland, Richmond, and San Jose. As Executive Director of Facilities, Rafael initiated a procurement program that facilitated the hiring of contractors, architects, and engineers from diverse communities to work on City, State, and federally funded government contracts. This program demonstrated his commitment to diversity and equality in the workplace and helped to promote the growth and success of small construction companies in economically disadvantaged communities. Beyond his professional achievements, Rafael has demonstrated a strong commitment to public service, serving for many years as a board member with the Mission Language and Vocational School. Through his contributions, he provided general job training and technical assistance to small construction companies in economically disadvantaged communities, empowering and enabling their growth and success.

Mark Dorian
Architect
Novato, CA

Mark Dorian is a Managing Partner at Parra & Associates LLC, responsible for developing public policy and capital improvement programs for both public and private agencies. With over 42 years of experience in the architecture and construction industries, including 35 years with the City of San Francisco Public Works Department, Mark has overseen the seamless delivery of multiple projects, expertly managing client budgets, resources, and stakeholder relations. As a senior manager in the implementation of the City of San Francisco's Contract Monitoring Division (CMD), Mark played a pivotal role in enforcing programs that promote diversity and equality in government contracts. The CMD is part of the procurement division committed to ensuring compliance with these programs. Overall, Mark Dorian's extensive experience in the architecture and construction industries, coupled with his expertise in public policy and capital improvement programs, makes him a valuable asset to Parra & Associates LLC.

Gladstone Andy Anderson
Architect
San Juan Capistrano, CA

Gladstone Andy Anderson is the Partner-in-charge at Parra & Associates, LLC for developing Needs Assessment, as well as the planning, programming and design of public facilities. He is also responsible for Special Services contracts associated with building code compliance review, Fire & Life Safety, and structural safety reviews and inspections with the Los Angeles Community College District (LACCD). Mr. Anderson is a licensed California Architect with some 40 years of professional experience in facility development, project documentation and construction observation of educational facilities (K-12, community colleges), hospitality, industrial, and mixed-use projects. He has designed and modernized multiple educational projects for a variety of school districts across California, including the Los Angeles Unified School District (LAUSD), Santa Ana USD, ABC Unified School District, San Bernardino USD, San Francisco Unified School District, Vallejo USD, and the Sacramento Unified School District.  These accomplishments required an in-depth working knowledge with the Division of the State Architect. Mr. Anderson is the recipient of several design and Merit Awards from the American Institute of Architects (AIA) and the National Organization of Minority Architects (NOMA). He is a graduate of the University of Southern California’s School of Architecture, a member of the American Institute of Architects, and a former member of the Coalition for Adequate School Housing (C.A.S.H.) based in Sacramento. Andy provides these critical skills to Parra & Associates, guaranteeing successful outcomes to our client’s facility goals and objectives.

Robert Bayne

Robert Bayne is a Partner at Parra and Associates LLC, where he is responsible for developing program management software for school districts and municipalities. Robert has a proven track record of delivering successful projects, including the recent completion of a multi-agency contract for the City and County of San Francisco. This contract involved overseeing the construction and data management programs for the Municipal Transportation Agency, SF General Hospital, and the Public Utilities Commission. Before co-founding Parra and Associates, Robert wrote General Obligation Bonds and Implementation Plans that included software development, report writing, development of business solutions, and problem-solving. He also developed staff training programs that enhanced clients' proficiency in managing programs independently and efficiently. Overall, Robert Bayne is a skilled programmer with extensive experience in developing software solutions and managing complex projects. His expertise has enabled him to deliver successful projects and provide valuable services to clients in various sectors.

Jorge Luis Parra
Contracts and Education Specialist
El Cajon, CA

Jorge Luis Parra, JD, MA, is an Owner Partner at Parra and Associates LLC. He assumes a pivotal role in the company's operations by overseeing contracts, sureties, risk management, and underwriting. Before his current position, Jorge served as the superintendent of Public Schools for the San Ysidro School District and has been an educator for various school districts in San Diego County and the Imperial Valley. Drawing upon his legal expertise and educational experience, Jorge is responsible for developing educational curricula, community workshops, and training programs. In addition to his professional achievements, Jorge has demonstrated a strong commitment to public service as a community organizer, successfully managing political campaigns for community representatives, local initiatives, and played a pivotal role in establishing the MAAC Community Charter School. Additionally, Jorge co-founded the Barrio Logan Residence Association, an organization dedicated to improving the quality of life for residents in the Barrio Logan community. Through this association, he was actively involved in addressing local concerns, advocating for social and economic equality, and fostering a sense of unity and empowerment among residents.

Parra & Associate PPACTS software develops dashboard-based project information system to track costs, schedule, and division workload. The goal is to provide a useful tool for the client to make accurate assessments and necessary adjustments for maximum effectiveness.

The Parra & Associates team has been working collaboratively for over 3 decades assessing needs in communities, developing General Obligation Bonds to finance improvements, and managing projects from start to finish. GO Bond Services include:

Our goal is to support workers in the construction industry across various trades, as well as subcontractors and small business prime contractors. We offer technical assistance to a wide range of construction companies, with a particular focus on helping subcontractors to become prime contractors and to qualify for bidding on public works projects.

San Francisco General Hospital 101 Potrero Avenue • San Francisco, CA 94110

Zuckerberg San Francisco General Hospital is a trauma center that provides Emergency & Urgent Care, Mental Health, Primary and Special Care services to the public, regardless of financial circumstances. Parra & Associates developed and implemented a facilities management system that enabled project managers, architects, and engineers to oversee new construction and renovation projects at different stages, while the hospital remained fully operational.

San Francisco Municipal Transportation Agency 1 South Van Ness Avenue San Francisco, CA 94103

San Francisco Municipal Transportation Agency (SFMTA) manages and operates the Bay Area Rapid Transit (BART), Municipal Railway (MUNI), and Cable Car public transit systems for the City and County of San Francisco. Parra & Associates developed a prototype state and federal grant funding management software for the Grant Administration Office, whose primary responsibility is to procure grant funding and track progress reports for all approved grants awarded to the MTA.

San Francisco Public Utilities Commission 525 Golden Gate Avenue San Francisco, CA 94102

The San Francisco Public Utilities Commission (SFPUC) is a public agency of the City and County of San Francisco that provides water, wastewater, and electrical power services to the city and an additional 1.9 million customers within the three neighboring counties. Parra & Associates provided construction management on infrastructure improvement projects to remove and replace century-old, deteriorated water and sewer lines made of clay.

Community Engagement

Parra & Associates believes building for a better future requires investing in communities we live and work in.  We work with education institutions and community-based organizations providing workshops, summer internships and participating in youth fairs.

Document Control Work Shops

The first step in construction-related careers, such as architecture, engineering, and project management, involves becoming familiar with essential building materials. To facilitate this process Parra & Associates teaches a workshop in local high schools how to scan and catalog architectural plans, construction documents and specifications. By cataloging these materials, students develop an understanding of the importance of organization and documentation throughout the design and construction process. This skill is particularly valuable as these documents can be challenging to locate once buildings are completed.

Summer Internships

Parra & Associates specializes in developing summer internship curricula for community colleges and high schools, focusing on architecture, engineering, and project/construction management careers. Our program offers valuable exposure to our business, clients, and professionals.  Interns gain practical knowledge and learn how to use cutting-edge industry technologies and apply them in the field bridging the gap between classroom learning and practical application.

Participating in Community Youth Fairs

Parra & Associates actively participate in the Encuentros Education and Career Exploration program for middle school students at Mira Costa College. This program aims to introduce students to various career paths, including construction-related fields such as architecture, engineering, and project management. At Parra & Associates, we believe in the power of practical learning and the significance of establishing connections with industry professionals.
